AP’s first REC based Solar PV project accredited

Almost 7 months after the AP Solar Policy was announced, Andhra Pradesh finally has a Solar PV project accredited under the REC mechanism. Accredited on 8th April, 2013, the 5.75 MW by KCP Limited is the first REC based Solar PV project to be accredited in Andhra Pradesh. Until now, Rajasthan, Maharashtra and Madhya Pradesh have been the major contributors to REC based Solar PV  projects in India contributing to 89% of total accredited capacity of 109.505 MW. Odisha, Chattisgarh and Tamil Nadu and contribute to the remaining capacity with each having 1 or 2 projects Accredited. The following table shows state-wise Solar PV accredited capacity:

While there was much ambiguity in the minds of a lot of Solar Power Developers in terms of the procedural delays for REC accreditation in Andhra Pradesh, this first project would set the precedent and pave the way forward for more and more projects to be accredited in the state under REC scheme.

    Dear Mr.Pradeep,
    We are one of the IPPs with approved funding for a 10 MW PV power plant near Madurai in TN. We also have a couple of prospective consumers ( in AP who are willing to enter into a long term third party PPA with us.
    Can you please let us know the process and steps needed to execute this procedure. Needless to say we would be going through the REC route.

    But small cofigusn means how to claim rec ?

      Dear Mr.Vaibhav,

      Thanks a lot for your message and for providing details about the project you are planning. The 13.5 acre land you possess is more than sufficient as the land required for a typical 1 MW Solar PV project (based on Crystalline Technology) is close to 5 acres. The distance of 1 KM from the substation is also very ideal. Regarding RECs, any Renewable Energy project can claim and trade RECs subject to certain conditions.     What is the difference between REC mechanism & PPA mechanism.? What are all the differences in their mechanism?

      Dear Mr.Akshay,

      Thank you for your message. REC Mechanism and PPA Mechanism are not necessarily 2 different exclusive types of mechanisms. REC Mechanism is something that allows trading of RECs (Renewable Energy Certificates) on the 2 power exchanges of India (IEX and PXIL). Please find below link to information on RECs:

      RECs can be issued to developers of Renewable Energy Projects provided certain basic conditions are met. PPA Mechanism, however, is a mechanism that allows two (or more in some cases) parties to get into a legally binding agreement for trading (Sale by one party and purchase by the other) of power generated. This agreement could be between State-private party arrangement or private-private arrangement.

      Mr.Kumar,

      Funding for projects is usually either Non-Recourse (Project Financing) or Recourse (Balance-sheet financing). Owing to higher risk of REC based projects compared to long-term preferential tariff PPAs, Non-recourse financing is tough. You may approach Indian/Foreign banking and funding agencies to understand the debt-equity structure for the project you plan to setup.

          Dear Mr.Kumar,

          Rarely any banks/funding agencies would be interested in Non-Recourse funding as the perceived risk is higher. Unless there is a very solid financial model that does not consider RECs as a source of revenue (or only as a very minor source), Non-Recourse funding or Recourse Funding for that matter would be very difficult. Foreign funding agencies in turn look at very solid companies wherein both the Power Developer and Power Consumer are financially strong (preferably companies rated above BBB rating). Also, foreign funding agencies would be interested in 10 MW or more size projects.

          Kindly let us know if you are a financially strong company and have a decent power consumer in hand for a project of size more than 10 MW so that we can get in touch with you with the foreign funding options we have for a very limited time period.

            In your FAQ, it has been mentioned as

            “It is to be kept in mind that several additional charges such as Wheeling Charges, Distribution Charges, Open-Access Charges, Cross-Subsidy Charges are applicable in the case of sale of power to 3rd party. These charges vary from State-to-State and DISCOM-to-DISCOM.”

            Pl check it up. These are not applicable even in case of third party sale.GO.Ms.No.39 dated 26.09.2012 of AP solar policy – 2012.
