Salient points of Andhra Pradesh 1000 MW Solar RfS document

Andhra Pradesh released the draft RfS document for its flagship 1000 MW Solar Capacity addition programme. After the recent release of 1000 MW Solar bid document by Tamil Nadu, Andhra Pradesh is the latest in taking major stride towards capacity addition on the Solar Energy front. Being a draft document, several issues have been identified and questions about clarity regarding a few aspects have been raised in the RfS document.

We have tried to summarize the 88-page RfS document released by APTRANSCO by providing the salient points of the entire programme. We have also covered a few issues that we believe need clarification.

The pre-bid meeting is to be held on 14th December, 2012 at 11 AM in Vidyut Soudha Office (6th Floor), Khairatabad. EfficientCarbon will be making a representation there in order to make sure all our queries are answered and clarifications made. In case you are not able to make it to the meeting, pour in your queries to us and we will get clarifications for the same during the meeting.

    Mr. pradeep could update the pre-bid high lights and clarifications clarified by the ap transco to the developers. Also give your experts comments on rfs and its ppa.

    So , does each bidder submit his lowest price for a plant to be setup at certain substation from the list provided?
    does that mean that if there is only one bidder at a certain lcoation he can get a good price?

      Dear Mr.Kumar,

      That is right. Each bidder submits a quote for a specific substation only. Hence if there is only one bidder quoting for a specific substation, he can certainly win the bid but it is to be clarified as to whether there would be a ceiling price (not mentioned yet) that would cap high quotes. The RfS talks about a term called Committee Determined Benchmark Price which has not been set yet. We shall clarify during the pre-bid meeting as to whether there would be a ceiling price.

    we still interested in acquisition of a grant for our Kasese solar power limited for rural homes who living under poverty and its very difficult to access hydro power system for them.
