RfS for 500MW Andhra Pradesh Solar bidding and Pre-Bid meeting

The RfS for 500MW AP Solar bidding was announced on 14th August, 2014. The RfS document can be downloaded from APTRANSCO website here - http://www.aptransco.gov.in/transco/docs/whatsnew1/Solar-Bid-and-PPA.pdf The Pre-bid meeting for the bidding is scheduled to be conducted on 22nd August, 2014 from 11AM to 1PM at Vidyut Soudha, Khairatabad, Hyderabad. REC Trading in December’13

The number of Non-Solar buy bids increased this month as compared to November. Solar buy bids also increased as compared to last month with clearing price remaining at floor price – Rs. 9300/REC. The table below summarizes the trading for December on each of the Power Exchanges – IEX and PXIL Here are a few numbers and graphs with respect to Solar and Non-Solar REC trading in December Non-Solar REC trading: The demand for non-solar RECs increased this month by 30.73% as compared to the previous month. As is the trend, all the Buy Bids (403862) were cleared. This resulted in a Trading Value of Rs.60.57 Crores. Clearing Price stood at the usual Rs.1500 owing to oversupply. HIMURJA Tender for 216 rooftop solar power plants – 2 KW each

HIMURJA – Himachal Pradesh Energy Development Authority has released a tender for Supply, Installation & Commissioning  of 2 kWp SPV Power Plants in 216 locations across the state. This is for the state Police Department and the Solar Power Packs will be installed at various police stations across the state. Some of the key highlights of the tender: All the firms who are the Channel Partners for SPV Programme accredited by the Ministry of New and Renewable Energy sources, GOI or Credit Rating (from MNRE Accredited Rating Agency) of “SP 2C” & above under the Off Grid and Decentralized programme under JNNSM programme are eligible for tendering. The firms must have experience of installation and commissioning of SPV Power Plant up to total aggregate capacity of 100 Kwp in the Off grid Programme. The annual turnover of the firm should be Rs 8 crores for the each preceding three years i.e. 2010-2011, 2011-12 & 2012-13. October trading session was quite active with both Non-Solar and Solar REC witnessing a boost in trading. The number of Non-Solar Buy-bids increased two-fold as compared to last month. Solar REC Buy-bids also continued to increase as compared to last month with the clearing price still remaining at the floor price – Rs. 9300. Temporary slowdown in India’s Grid-Connected Solar industry

This year began with a promising note for the solar industry – policies were introduced and finalized and biddings of the capacity 2945 MW were to be conducted. Details of various state solar tenders are provided in the table below. However as the year progressed the deadlines for these tenders got extended and resulted in a temporary slowdown of the solar industry. A very prominent reason for this slowdown is the much awaited and delayed 750 MW solar PV bidding for Viability Gap Funding under JNNSM Phase-II, Batch- I. The very first draft guidelines for this were announced as early as in April which created a buzz in the industry and at the same time speculation about the Domestic Content Requirements (DCR) involved. In May the methodology draft was introduced and according to this the total capacity would be split up into Part A and Part B projects with DCR being a criteria for Part B projects. Andhra Pradesh Solar Bidding and Open Offer Update

Andhra Pradesh and Tamil Nadu have been the most followed states in the recent times on the Solar front owing to their hugely popular 1000 MW Solar tenders (Andhra Pradesh and Tamil Nadu) and Net Metering Policies (Andhra Pradesh and Tamil Nadu).  As announced a couple of weeks back, Tamil Nadu is trying to expedite things resulting in close to 700 MW expected to be signed by the end of October. On the Andhra Pradesh front, while no official announcement has been made, sources indicate that close to 49 MW of PPA from 5 companies have been signed as part of the Solar bidding that was conducted in February this year. It is also learned that close to 86 MW from around 11 developers are at various stages of the process and Performance Bank Guarantees (PBG) have already been submitted for the same. In all, close to 135 MW seems to be potentially tied up in PPAs which is considerably less compared to the size of 1000 MW for which …

Tamil Nadu Solar Bidding Update

The air finally seems to be clearing on the Tamil Nadu 1000 MW Solar Tender. After going through a roller coaster ride of being tagged as ‘Success’ and ‘Failure’ at various stages and having had huge delays, Tamil Nadu Solar bidding may result in a happy ending for all those involved. Last week, TANGEDCO held extensive meetings with all the 53 developers and tried to expedite matters. Chennai based RESOLVE reports that PPAs might be signed by the end of October. This might result in signing of PPAs for close to 700 MW of Solar Projects all of which might be up and running by the end of 2014. Tamil Nadu could thus be the state with second largest Solar capacity in the country ranking next only to Gujarat.
