The RfS for 500MW AP Solar bidding was announced on 14th August, 2014. HIMURJA Tender for 216 rooftop solar power plants – 2 KW each

HIMURJA – Himachal Pradesh Energy Development Authority has released a tender for Supply, Installation & Commissioning  of 2 kWp SPV Power Plants in 216 locations across the state. This is for the state Police Department and the Solar Power Packs will be installed at various police stations across the state. Some of the key highlights of the tender: All the firms who are the Channel Partners for SPV Programme accredited by the Ministry of New and Renewable Energy sources, GOI or Credit Rating (from MNRE Accredited Rating Agency) of “SP 2C” & above under the Off Grid and Decentralized programme under JNNSM programme are eligible for tendering. The firms must have experience of installation and commissioning of SPV Power Plant up to total aggregate capacity of 100 Kwp in the Off grid Programme. The annual turnover of the firm should be Rs 8 crores for the each preceding three years i.e. 2010-2011, 2011-12 & 2012-13. Temporary slowdown in India’s Grid-Connected Solar industry

This year began with a promising note for the solar industry – policies were introduced and finalized and biddings of the capacity 2945 MW were to be conducted. Details of various state solar tenders are provided in the table below. However as the year progressed the deadlines for these tenders got extended and resulted in a temporary slowdown of the solar industry. A very prominent reason for this slowdown is the much awaited and delayed 750 MW solar PV bidding for Viability Gap Funding under JNNSM Phase-II, Batch- I. The very first draft guidelines for this were announced as early as in April which created a buzz in the industry and at the same time speculation about the Domestic Content Requirements (DCR) involved. In May the methodology draft was introduced and according to this the total capacity would be split up into Part A and Part B projects with DCR being a criteria for Part B projects. SECI- Amendments and Clarifications – Rooftop Solar PV Phase III

Solar Energy Corporation of India (SECI) had released a RfS document earlier in September inviting bids for Phase 3 of it’s development of Rooftop Solar PV systems in selected cities. Our blogpost on this RfS can be accessed here. Further to the pre bid meeting conducted on 26th September, they recently released a document containing Amendments and Clarifications to this RfS. Given below are some of the important points from this document. Chhattisgarh – RfP for 50 MW Grid Connected Solar PV

Chhattisgarh State Power Distribution Company Limited (CSPDCL) released a RfP document for procurement of 50 MW Solar Power for long term from grid connected Solar PV power projects through a tariff based competitive bidding process. Given below are some important points from this document. Rajasthan – Final RfP for 50 SPV plants (1MW each)

After releasing the draft RfP for selection of developers for setting up 50 Solar Photovoltaic projects each of 1 MW capacity earlier in June, Rajasthan Renewable Energy Corporation Limited (RREC) has recently issued the final RfP for the same. Bihar once again extends the last date for 150 MW Solar PV bid

Bihar State Power (Holding) Company Limited (BSPHCL) has again extended the last date for sale, submission and opening of bids for setting up 150 MW Grid connected Solar PV projects coupled with Pisci-culture. This announcement was made on their website in Corrigendum-V. With this extension, Bihar has extended the last date four times since the Tender was initially announced in May, 2013. The pre-bid meeting was held on 1st June, 2013 and original date for opening of the technical bid was 28th June. The details of the original RfP are available here. Tamil Nadu Solar Bidding Update

The air finally seems to be clearing on the Tamil Nadu 1000 MW Solar Tender. After going through a roller coaster ride of being tagged as ‘Success’ and ‘Failure’ at various stages and having had huge delays, Tamil Nadu Solar bidding may result in a happy ending for all those involved. Last week, TANGEDCO held extensive meetings with all the 53 developers and tried to expedite matters. Chennai based RESOLVE reports that PPAs might be signed by the end of October. This might result in signing of PPAs for close to 700 MW of Solar Projects all of which might be up and running by the end of 2014. Tamil Nadu could thus be the state with second largest Solar capacity in the country ranking next only to Gujarat. Bihar – Another Extension of Last Date for it’s 150 MW Solar PV Bid

Bihar State Power (Holding) Company Limited (BSPHCL) has once again extended the last date for Setting up of Grid Connected Solar PV Projects coupled with Pisci-culture. Earlier in August, the last date was extended to 14th September. Our blogpost on this extension can be accessed here. The details of original RfP released in May are available here. Following this, on 16th September BSPHCL released Corrigendum No. IV extending the last date further to 25th September. The new deadlines as mentioned in this document are given below: Last Date for online Sale of Tender document: 25th September, 2013 up to 17:00 hrs Last Date for online submission of Tender: 26th September, 2013 up to 13:00 hrs Date and time of opening of Technical Bid: 26th September, 2013 at 15:00 hrs The original Corrigendum document can be downloaded here.

SECI – RfS for Grid Connected Rooftop Solar PV – Phase III

After successfully concluding Phase 1 and 2 bidding process for developing Rooftop Solar PV systems in selected cities, Solar Energy Corporation of India (SECI) has released a RfS document inviting bids for Phase 3. The total tendered capacity for this phase is 10 MW spread across 9 cities. Given below are some of the important points from this RfS document. Selected cities: Eligibility criteria: Bid capacity For Palatana – minimum bid capacity is 1000 kWp i.e. tender capacity, which will be allocated to only one bidder For other cities- Minimum: 250 kWp Total maximum bid capacity: 2 MWp Size of each project: 100 kWp to 500 kWp General Bidder must be a corporate entity duly incorporated in India and engaged in the business of Solar Power Must meet the eligibility criteria either independently as a Bidding Company or as a Bidding Consortium with one of its members acting as a Lead Member of the Consortium Technical criteria: Bidder should have installed at least one Grid connected Solar PV project in India …
