Daman and Diu – Tender – Engaging EPC Contractor for Solar PV projects

The Electricity Department of Daman and Diu has invited tender to Engage EPC contractor for setting up (i) 1 MW Grid connected Solar PV project at Daman and (ii) 3 MW  Grid connected Solar PV project at Diu. List of successful bidders – SECI – Grid connected Rooftop Solar PV Phase II

The list of successful bidders for Solar Energy Corporation of India’s (SECI) second RFS for allocation of Rooftop Solar PV projects in selected cities has been released on SECI’s website. According to the bid document, 30th May was the date of techno commercial bid opening . As per the RFS released earlier in May, this allocation is for an aggregate capacity of 11.1 MW (±20%) grid connected rooftop solar PV plants in six cities – Bhubaneshwar/Cuttack, Gurgaon, Hyderabad, Jaipur, Noida/Greater Noida and Raipur/ Naya Raipur. Selection of bidders is based on the final project cost offered in Rs./Wp basis with an upper limit on project cost at Rs. 90/ Wp. SECI will provide 30% of the project cost as subsidy which will be released in three installments. More information on this RFS document is available here. APTRANSCO notification regarding closure of Solar bidding process

APTRANSCO recently published a notification intimating the closure of Solar bidding process. As per the notification, all those bidders who have decided not to go ahead with the tariff of Rs.6.49/unit are required to collect their BGs from APTRANSCO in person or can request the same to be sent through post. The last date for collecting the BGs has been mentioned as 19-08-2013. The notification may be downloaded here. As previously intimated by APTRANSCO, those who have not participated in the bidding process may also come forward to setup Solar Power plants and sell power to the DISCOMs at Rs.6.49/unit. While this has not yet started, a notification by APTRANSCO is soon expected in this regard. Though there have been news about more than 350 MW being agreed to for the APTRANSCO tariff of Rs.6.49/unit, it is not yet clear how many bidders have finally decided to go ahead with the tariff. Bihar – Further extension of last date for its 150 MW Solar PV bid

After conducting a Pre-Bid meeting on 1st June, Bihar State Power (Holding) Company Limited (BSPHCL) released Corrigendum No. II with responses to the clarifications/queries raised during the meeting. This document also mentioned the extension of the last date for online sale of tender document to 14th August and date of opening of Technical bid to 16th August. On 14th August, BSPHCL released Corrigendum No. III announcing further extension of the last date. Punjab 300 MW Solar PV bidding – Letter of Awards issued to 26 developers

In response to the RfP for setting up 300 MW Solar PV projects, Punjab opened its financial bids earlier in June and a total of 251 MW capacity bids were opened. WAA Solar was awarded L1 for two projects in Category – I (1 to 4 MW) and Azure Urja Pvt. According to an article published in Business Standard today, Punjab Deputy Chief Minister Sukhbir Singh Badal has handed over Letter of Awards (LoA) to 26 developers for setting up 250 MW solar PV projects having joint investment of Rs. 2500-3000 crore. He also mentioned at a function organised by Punjab Energy Development Agency (PEDA) that they are looking at the possibility of setting up a mega solar park to promote clean energy on a large scale (Source: Business Standard). AP Solar Bidding Update – More companies allowed to set up Solar PV plants

After receiving offers from 35 bidders (contributing to 418 MW capacity) who accepted the solar purchase price of Rs. 6.49/unit, the Andhra Pradesh Government has now decided to allow any company to set up a solar PV plant assuring them of Rs. 6.49/unit. This information was published in The Hindu Business Line on July 10th. According to this article, Chief Minister N. Kiran Kumar Reddy approved the proposal of AP Transco to give an opportunity to all the solar power developers, including those who did not participate in the recently concluded competitive solar bidding for 1000 MW. Bihar 150 MW Solar PV bidding Update – Extension of last date

In May this year, Bihar State Power (Holding) Company Limited (BSPHCL) issued an RfP for the development of 150 MW Solar PV projects on Chaur lands where pisci-culture shall be undertaken. Details of this RfP are available here. Following the pre-bid meeting conducted on 1st June, 2013, BSPHCL issued Corrigendum No.II with responses to clarifications/queries raised by the bidders at the pre-bid meeting. SECI – RFE of Companies – Mini and micro grid Solar PV implementation for rural electrification

Under the directions of the Ministry of New and Renewable Energy (MNRE), Solar Energy Corporation of India (SECI) has issued a document inviting Request for Empanelment (RFE) of companies for implementation of Mini and Micro Grid SPV power plants for rural electrification in India. Rajasthan – Draft RfP for 50 SPV projects (1 MW each)

Rajasthan Renewable Energy Corporation Limited (RREC) has issued a draft RfP to undertake the selection of solar power producers for setting up of 50 Projects each of 1 MW capacity to be connected at 11kV voltage level to nearest 33/11kV GSS of Discom(s). This proposal for setting up 50 SPV projects through competitive bidding process is as per clause 5.1.7 (ii) of Rajasthan Solar Energy Policy, 2011. Punjab 300 MW Solar PV bidding – Financial bids opened

Subsequent to the notice issued by Punjab Energy Development Agency (PEDA) on Wednesday, the financial bids of the techno-commercially qualified bidders were opened earlier today. The total capacity of  the financial bids opened was 251 MW with 51 MW for category-I and 200 MW for category-II. Mr.Bikram Singh Majithia, Non Conventional Minister Punjab in a statement issued in May said that they received bids for 270 MW as against the targeted 300 MW capacity (source: Daily Punjab Times). This could indicate the possible disqualification of 19 MW capacity of the received bids. In Category – I (1 to 4 MW), WAA Solar Pvt. Ltd was the L1 for two projects, Project-1 (2 MW) – Rs.7.20/kWh and Project-2 (2 MW) – Rs.7.47/kWh. In Category -II (5 to 30 MW), Azure Urja Pvt. Ltd., was the L1 for two projects, Project-1 (15 MW) – Rs.7.67/kWh and Project-2 (15 MW) – Rs.7.97/kWh.
